Arkansas PASSE: The Power to Move Beyond Diagnosis Driven Car

Arkansas has created an innovative Medicaid model that allows treatment options for children and adults that meet their needs rather than their diagnosis. They have laid the foundation to allow unique service options for children and adults with either significant behavioral health needs, developmental disabilities, or both. The flexible billing structure model encourages providers to offer creative service in a way that they were never able to before. Providers are encouraged and rewarded for doing "what works" rather than providing just the services they could bill for under the former system.
